G20 police riot was terrorism

The police riot at the G20 protests was (state) terrorism aimed at intimidating people from attending future protests. It struck me that the recent police raids on Muslim students was rather convenient for the government. Was it a cynical attempt to distract people from the Ian Tomlinson affair?
